I'm a student of the Mastery Academy, attended Feng Shui and Bazi courses in Canada, have bought and read quite a few books and video classes. Currently, I'm experiencing an issue with the "Hired Help". I'm willing to pay money, but people either don't show up at all, or the jobs are not done properly. I've tried to activate the "Noble man" sector on a suitable day and time, but it doesn't seem working. Should it be a personal Noble man, or something to do with the house? What could be the means of activation, apart from water? How long should the activation process last? Could you please recommend a solution to my issue?

Your problem is not lacking of noble. Your problem is very caused by obstructions of your office. Based on your BaZi chart, I suspect that there could be some disturbance or changes in the SE / NW areas of your premises. Your problem should be in these two areas. Check and with your FS knowledge, try to fix it. You should be able to see better quality people coming in for jobs. 

Also - in your BaZi chart, it does show that you have a HO seeing DO and 7K formation. This means, you may need check your people management skills too. It would seem that you are not winning people's hearts easily. Work on this skill and you will find that people matters improve too.
